Beijing Accelerates High-End Manufacturing Upgrades, Smart Manufacturing Drives High-Quality Industrial Development

In recent years, Beijing has firmly focused on the primary task of high-quality development, treating high-end manufacturing as the ballast of the real economy and accelerating the transition of its industries toward high-end, intelligent, and green development. As the national center for science and technology innovation, Beijing is leveraging smart manufacturing as an engine to comprehensively lead the transformation and upgrading of high-end manufacturing, striving to build a globally influential, world-class high-end manufacturing industrial cluster.

In core sectors such as integrated circuits, new energy vehicles, aerospace, and biomedicine, Beijing's high-end manufacturing has demonstrated robust resilience. Data shows that over the past year, the added value of high-tech manufacturing above the designated size and of strategic emerging industries in Beijing both maintained double-digit growth. Notably, driven by the capacity release from smart factories of several leading enterprises, the new energy vehicle industry has achieved a substantial leap in output value. Meanwhile, the integrated circuit industry has formed a complete supply chain in the Economic-Technological Development Area, spanning from equipment manufacturing and wafer foundry to packaging and testing, with overall revenue continuing to reach new highs. The aerospace and biomedicine sectors have also seen frequent breakthroughs; the agglomeration effects of the commercial aerospace industrial park and the medical and health industrial base are becoming increasingly prominent, and multiple key core technologies have successfully achieved domestic substitution.

These achievements would not have been possible without the precise policy interventions and the profound empowerment of digital transformation by the Beijing Municipal Government. Beijing has successively rolled out multiple supportive policies for the digital transformation of manufacturing, established special industrial investment funds, and provided targeted support for enterprises to carry out intelligent upgrades. Guided by these policies, a batch of "lights-out factories" and "smart workshops" have been rapidly established. By integrating next-generation information technologies such as 5G, the Industrial Internet, and artificial intelligence, enterprises have seen an average increase in production efficiency of over 30% and a reduction in operating costs of nearly 20%. Smart manufacturing has not only reshaped production processes but also driven data interoperability and collaborative innovation across the upstream and downstream segments of the industrial chain.

The leap in the capability level of industrial clusters has been made possible by the comprehensive, full-chain ecosystem building in key industrial parks. Core industrial parks such as the Beijing Economic-Technological Development Area and Zhongguancun Science City continue to exert a "magnet" effect, attracting a large number of leading manufacturing enterprises and specialized, refined, distinctive, and innovative "little giant" firms. Taking Yizhuang New City as an example, it has established a collaborative model of "R&D and design in Zhongguancun, production and manufacturing in the Economic-Technological Development Area," building a full-chain industrial ecosystem that covers basic research, technological breakthroughs, production and manufacturing, and testing and certification. Its well-equipped supporting facilities and diverse application scenarios provide fertile ground for the incubation and expansion of high-end manufacturing.

Looking ahead, Beijing will continue to adhere to the innovation-driven development strategy and deepen the integrated development of next-generation information technologies and manufacturing. As more world-class high-end manufacturing projects are launched and reach full production capacity, Beijing is striking an energetic posture, carving out even more prominent coordinates on the national high-end manufacturing map, and injecting a steady stream of "capital momentum" into the high-quality development of China's economy.
